Four Adults One Juvenile Arrested on Drug and Weapon Charges

 

At approximately 1:00 am, Monday January 1, 2018, Deputy Reyn Brown conducted a traffic stop on a ford pick-up occupied by four adults and one juvenile.

 

As the vehicle came to a stop, a passenger exited the vehicle as if he was about to flee on foot. Deputy Brown exited his patrol unit and ran to the passenger side of the vehicle and the male turned around and jumped back in the vehicle as he approached.

 

Deputy Brown made contact with the male and identified him as a 17-year-old Male Juvenile. Deputy Brown smelled a very strong odor of marijuana coming from inside the vehicle. Deputy Brown made contact with the driver of the vehicle and identified him as Clifton Henry. Deputy Brown located 2 small clear bags containing a green leafy substance suspected to be marijuana on Henry’s person. Deputy Brown asked Clifton if that was all he had on him and he stated no, he had some shorts on under his jeans and has some inside there. Deputy Brown searched Clifton's pants and did not locate anything. Deputy Brown began to shake Clifton’s pants leg and 3 small clear bags containing suspected marijuana fell out and hit the ground. Deputy Brown also located $123.00. Clifton was placed under arrest.

 

Deputy Brown went back to speak with the 17-year-old male juvenile. While speaking with him Deputy Brown observed what appeared to be suspected marijuana in the cup holder of the vehicle. The 17-year-old was placed under arrest. Deputy Brown asked a back-seat passenger later identified as Khaliya Box to step out of the vehicle and he did not want to cooperate with officers. He finally exited the vehicle. Deputy Brown asked Khaliya if there was anything illegal on his person that he needed to know about. Khaliya was very uncooperative and attempted to pull away from officers during a search of his person. During the search of his person, Deputy Brown located a silver .22 pistol with a black handle in his right pants pocket. The pistol had 11 unspent .22 bullets loaded in a magazine and 1 unspent bullet in the chamber ready to fire.

 

Deputy Brown asked another backseat passenger later identified as Charles Horton to exit the vehicle and he was very uncooperative as well and attempted to pull away from officers. During a search of his person Deputy Brown located a black .9mm pistol with 9 unspent rounds in the magazine and 1 unspent round in the chamber ready to fire. Deputy Brown asked the last passenger, Bernard MacArthur to exit the vehicle and he did. All 5 occupants were placed under arrest for the marijuana located in the vehicle and the two firearms. Deputy Brown conducted a search of the vehicle and located a black bag containing 9 clear individually packaged bags containing suspected marijuana and a set of digital scales commonly used for weighing narcotics with marijuana residue on it. Also during a search of the vehicle Deputy Brown located another clear bag containing suspected marijuana inside the glove box.

 

Deputy Brown had the police dispatcher conduct an ACIC/NCIC query on the serial numbers from the firearms. The query revealed that the silver .22 pistol was stolen from Hope, Arkansas and was linked to an HPD case. Deputy Brown notified HPD that the .22 pistol had been recovered

 

The 17-year-old juvenile, Clifton Henry, Khaliya Box, Bernard McArthur, and Charles Horton were all transported to the HCDF.

 

Clifton Henry age 18 of Hope was charged with possession of a controlled substance with intent to deliver (marijuana near certain facilities because the stop was right beside a school), possession of drug paraphernalia, driving on suspended driver's license, and no registration plate light.

 

Khaliya Box age 18 of Hope, was charged with simultaneous possession of drugs and firearms, possession of a controlled substance with intent to deliver (marijuana near certain facilities), possession of drug paraphernalia, carrying a weapon, and theft by receiving.

 

Charles Horton age 19 of Hope, was charged with simultaneous possession of drugs and firearms, possession of a controlled substance with intent to deliver (marijuana near certain facilities), possession of drug paraphernalia, and carrying a weapon.

 

Bernard Mc Arthur age 20, of Hope, was charged with possession of a controlled substance with intent to deliver (marijuana near certain facilities), possession of drug paraphernalia. Brian was charged with possession of a controlled substance with intent to deliver (marijuana near certain facilities) and possession of drug paraphernalia.

 

Clifton, Khaliya, Charles and Bernard were turned over to the on-duty jail staff for booking process. They will be held for 1st court appearance.

 

Deputy Brown contacted the juvenile intake officer and advised her of the situation with the 17-year-old. She asked if there was room to house him at the HCDF and there was no room. She advised Deputy Brown to contact his mother and release him to her, and give them a court date of February 1, 2018. Deputy Brown made contact with the 17-year old’s mother, had her come to the police department and he was released to her.
